MP Jha Objects to Proposal Lowering Age Limit in Public Service Exams

Kathmandu — Lawmaker Ranjukumari Jha Raises Objection to Proposed Age Limit Changes in Civil Service Bill

Janata Samajwadi Party lawmaker Ranjukumari Jha has objected to the proposed changes in age limits for participating in the Public Service Commission (PSC) examinations under the new Federal Civil Service Act.

Speaking during the House of Representatives’ session on Wednesday during the bill’s theoretical discussion, Jha questioned the rationale behind lowering the maximum age limit for women to apply from 40 to 37 years, and for men from 35 to 32 years. She criticized the bill for failing to provide a clear explanation for these changes.

Jha announced her intention to propose amendments on the matter, stating, “This law is being formulated to manage the civil service structure across all three tiers of government under federalism. The act must clearly define how these levels should function and address existing shortcomings.”

Citing international examples, she added, “In the Philippines, even those who worked for 10 years were still not permanent employees—they were on contract. We may need to think similarly here.”

She also emphasized the need to place civil servants under contract and remove underperforming employees. Furthermore, she argued that the current state of trade unions within the bureaucracy should not be continued in its present form.
